Frank Turina (Ph.D. in Public Affairs, University of Colorado - Denver) served as Program Manager for Policy, Planning, and Compliance for the National Park Service (NPS), Natural Sounds and Night Skies Division. Prior to working at NPS, Frank wrote and managed NEPA documents for a civil engineering firm. He also spent a year in Costa Rica working as a consultant for a private university specializing in sustainable development. Frank began his career as a project manager providing support to EPA attorneys involved in complex CERCLA enforcement actions. His dissertation examined the role of public involvement, protest, and civil disobedience in the creation of environmental policy.
